为认真贯彻中央、省委、市委人才工作会议精神,深入实施新时代人才强市战略,强化“一屏四城五区”建设和产业培育“六大行动”人才支撑,加快聚集急需紧缺高层次人才,根据《甘肃省事业单位公开招聘人员暂行办法》、《张掖市引进高层次急需人才办法(试行)》等有关规定,决定面向社会公开引进一批高层次急需人才。现将有关事项公告如下:

Second, the introduction of the object

取得普通高校全日制研究生学历、硕士以上学位或取得“双一流”建设高校全日制本科学历、学士学位的应往届高校毕业生;引进到医疗卫生机构取得副高级及以上职称资格的成熟型人才,学历可放宽至本科。市属(含各县区)国有企事业单位在编在岗工作人员不列为引进对象。

Third, eligibility conditions

1.拥护中国共产党领导,遵守宪法和法律,具有良好的思想政治素质,政治立场和理想信念坚定,诚实守信,品行端正,具有良好的职业道德和敬业精神。 2.本科生年龄不超过35周岁(1987年3月31日后出生);硕士研究生年龄不超过45周岁(1977年3月31日后出生);博士研究生年龄不超过50周岁(1972年3月31日后出生);副高级及以上职称资格人员不作年龄限制。 3.符合应聘岗位专业要求和其他条件。 4.身体健康。 5.有下列情形之一不得引进:曾被追究刑事责任或受过各类刑事处罚的;曾被开除党籍、公职的;有违法、违纪行为正在接受审查调查的;尚在党纪、政务处分影响期内的;被依法列为失信联合惩戒对象的;法律法规规定不符合引进聘用其他情形的。

1.报名时间:2023年3月17日8:30至4月10日18:00。 2.报名方式:本次人才引进采取网络报名的方式进行,每人限报一个岗位,不收取任何费用。报名人员将报名材料电子版以文件压缩包的形式发送到所报考单位指定的电子邮箱,文件名称设置为“岗位代码+姓名”。 3.报名材料: (1)《张掖市2023年公开引进高层次急需人才报名登记表》(附件2)电子版扫描件。 (2)往届毕业生提供毕业证、学位证、学信网验证报告扫描件;2023年应届毕业生提供学生证、成绩单扫描件(正式引进聘用时须提供毕业证、学位证);在职人员提供毕业证、学位证、学信网验证报告和所在单位同意报考的证明材料扫描件(机关事业单位的在职工作人员须经同级组织或人社部门同意并加盖公章)。 (3)身份证正反面扫描件,近期2寸蓝底免冠证件照片电子版(JPG格式)。 (4)职称或其它资格证书、业绩证明、表彰奖励等证明材料扫描件。

(二)资格初审

报名结束后,市委组织部、市人社局和用人单位所在党委(党组)会同用人单位对报名人员的相关资料进行审查。审查结果通知本人。 报名人数与拟引进人数达不到1:2比例的岗位核减引进人数或取消引进计划,并另行公告。

(三)面试考核

面试考核内容为引进岗位所必需的思想政治表现、道德品行、职业能力、专业技能和学习(工作)实绩等。面试时间、地点、方式另行通知。 对拟引进人数与报名人数超过1:5比例的岗位,视情况增加笔试或专业能力测试环节,根据笔试或专业能力测试成绩从高到低的顺序,按1:3的比例确定参加面试考核人员。进入面试考核环节人员笔试或专业能力测试成绩与面试考核成绩各占总成绩的50%。

(四)资格复审

面试考核结束后,市委组织部、市人社局会同用人单位所在党委(党组)对拟引进人才相关资料进行复审。资格复审时尚未取得学历(学位)证的应届毕业生,应提交所在学校出具的证明。资格复审不合格的,取消拟引进资格,并按照面试考核成绩(总成绩)从高到低的顺序依次等额递补。

(五)体检考察

以面试考核成绩(总成绩)排序后等额确定体检对象,在指定医院统一组织体检。体检标准参照最新《公务员录用通用体检标准(试行)》执行。体检不合格的,取消拟引进资格,并按照面试成绩(总成绩)从高到低的顺序依次等额递补,本环节只递补1次。 考察采取个别谈话、查阅档案、征求意见等方式进行,主要了解引进岗位人选的思想政治表现、道德品行、在校(单位)表现、专业素质、实践能力等情况。考察不合格的,取消拟引进资格,并按照面试考核成绩(总成绩)从高到低的顺序依次等额递补,本环节只递补1次。

(六)publicity hire

对体检和考察合格的拟引进人才,经市委组织部、市人社局有关会议研究审定后,在相关媒体和网站进行公示(公示期为5个工作日)。公示期满,如无影响聘用的情况,按相关规定办理聘用手续。

五、优惠待遇

(一)薪酬福利。

事业单位引进人才纳入事业编制管理,享受事业单位工资福利待遇。

(二)人才公寓。

引进人才五年内免费提供人才公寓。引进人才自主申请租赁住房或个人已有住房的,连续五年每年给予租房补贴或生活补贴,其中:博士研究生或具有正高级职称资格人员12000元,“双一流”高校硕士研究生或具有副高级职称资格人员10000元,普通高校硕士研究生和“双一流”高校本科生6000元。

(三)购房补贴。

引进人才在张掖新购商品住房的,给予一次性购房补贴,其中:博士研究生或具有正高级职称资格人员40万元,“双一流”高校硕士研究生或具有副高级职称资格人员15万元,普通高校硕士研究生和“双一流”高校本科生5万元。

(四)职称评定。

工作业绩突出或做出重大突出贡献的人才,博士研究生工作满2年,可考核认定为全省有效副高级职称(考评结合类除外);硕士研究生工作满3年,可考核认定为全省有效中级职称(考评结合类除外)。首次评聘不受本单位岗位比例限制。

(五)项目扶持。

优先支持引进人才实施重大项目课题,最高可给予100万元项目资金支持;对带项目来张工作的,给予5万元—100万元项目启动经费,并配套提供工作和科研场所;对引进人才科技转化成果明显的,择优给予200万元的一次性成果转化补助。

(六)配偶子女安置。

引进人才配偶要求到本市工作的,按原身份予以协调落实;子女入学根据居住地可安排就近就地入学就读。

(七)其他优惠政策。

按《张掖市引进高层次急需人才办法(试行)》规定执行。

六、纪律和监督

人才引进工作坚持公开、平等、竞争、择优的原则,全程接受社会和纪检监察等有关部门监督。报名人员应承诺诚信参与人才引进的各个环节,不弄虚作假,不违纪违规。对在人才引进过程中徇私舞弊、暗箱操作、弄虚作假、玩忽职守的单位和个人,一经核实,将按照有关规定严肃处理,并追究相关人员的纪律和法律责任。
