研究院位于长三角一体化核心腹地、中国共产党诞生地–浙江省嘉兴市，总规划用地1000亩，其中一期建设用地500亩、建筑面积23万平米。一期重点建设复杂网络协同探测与控制、智能网联与智慧交通、微纳器件及系统、智能无人系统、公共安全与智慧、智能制造与工业互联网、网络安全与信息对抗、智能传感、物质科学、数字经济等10个以“学科交叉融合”为特征的创新研究中心，59个公共研发平台和专用科研平台，围绕“高精尖急特需”开展科技创新工作。

研究院按照“院士领衔、团队落地、属地发展”的人才队伍建设机制打造一流科技创新团队，实行PI科研创新团队发展模式，高水平学术人才全面融入北京理工大学人才队伍引育体系。研究院现已汇聚了百余名专兼职结合的学术人才团队，其中两院院士10人，国家杰青、四青类人才67人。
